    Bear Relocation: Yellow 2291 Moves from Chatsworth

    This bear, known to wildlife authorities, had been relocated to the mountains after appearing in Chatsworth on Tuesday, but it didn’t hang there for too long. Tagged as Yellow 2291 by the wildlife authorities and fitted with a tracking collar, the bear recently turned up in another tree in a Sylmar neighborhood over the weekend. It eventually came down from a tree in the northern San Fernando Valley.

    Bear’s Recent Adventures and Monitoring

    This is the same bear spotted Tuesday south of the 118 Freeway in Chatsworth. The bear was filmed climbing a chain-link fence and up a tall tree before being tranquilized and taken away in a pickup truck back to the mountains. A few days later, the bear took another trip down the mountains to Sylmar.

    The female bear is estimated to be between 3 and 5 years old and well-known to wildlife authorities. Authorities said she was trapped in the area of Claremont, about 50 miles from Chatsworth in the foothills of the San Gabriel Mountains, last month and taken to Angeles National Forest. Since then, her movements have been monitored along the 210 Freeway corridor and into the Malibu area with the help of a tracking collar.

    Jessica West, an environmental scientist for the California Department of Fish and Wildlife, said the collar data on bears’ behavior was exciting. “She actually has had some of the most interesting collar data that we’ve ever seen,” Jessica West, an environmental scientist with the California Department of Fish and Wildlife, told NBCLA last week. “She’s just wandering. It might be a little more typical to see that with a male bear, just because being male, they do tend to have, you know, bigger home ranges.”

    Attempts were made to trap the bear in the Northridge area on July 1 before it trekked to Chatsworth. After being sedated, it fell from a tree onto mats provided by a nearby gym.

    California’s Rising Black Bear Population

    The population of black bears is also on the rise in California, estimated between 25,000 and 30,000. This is very high compared to the last couple of decades. Black bears have coats in colors such as blue-gray, brown, or black. They love to eat plants, insects, nuts, and berries — and will gladly pick through the contents of a trash can. If the pickings are slim in their natural habitat, they’ll probably look for food elsewhere, placing them in Southern California’s foothill neighborhoods.

    The bear population is centered mainly in the Sierra Nevada Mountains and areas to the north and west; only a smaller percentage are in central western and southwestern California. The grizzly bear depicted on the state flag was native to California but has been extinct since the early 1920s.

    About half of the state’s bear population lives in the Sierra Nevada Mountains and areas north and west. In contrast, an estimated 10 percent of the black bear population lives in central-western and southwestern California. Although the fearsome grizzly is featured on the state flag, it is no longer found in the California wild. The last grizzly bear seen in California was killed in the early 1920s.

    It has been over a year since the LA Metro board approved a plan to create its own transit police force. During LA Metro’s scheduled board meeting on Thursday, June 27, board members have decided to turn this vision into reality. The decision was taken after reviewing possible plans for establishing a new in-house public safety department. Although several board members were absent at the meeting, the vote for this move passed unanimously, with ten affirmatives. 

    The step was taken after widespread public comment and statements from leaders of the three law enforcement agencies currently contracted to provide public safety services on LA Metro trains and buses. The board members are now embarking on a prolonged process of building a new security force from scratch. This decision will eventually end or modify existing contracts between LA Metro and regional law enforcement partners. 

    LA Metro is looking forward to a five-year phased transition to establish a “Transit Community Public Safety Department” (TCPSD). The plan’s next steps will include creating a “transition team” comprising experts in various public safety fields, such as policing, mental health, social services, and human resources. LA Metro will also collaborate with CalPERS, an agency that administers retirement benefits for state employees, and initiate the recruitment process for officers to staff the new police force. 

    With this move, LA Metro aligns with other regions that employ their own transit police, such as the Bay Area, Massachusetts, and Washington, D.C.

    LA Metro operated its own transit police force from 1978 to 1997. It was formed in response to a spike in violent crime across the transit system, mainly against bus operators. The Southern California Rapid Transit District’s police force even employed over 500 officers, making it the 10th largest law enforcement agency in California and the largest transit police force in the nation. Later, a politically driven move for cost-cutting led the agency to merge with the Los Angeles Police Department and the Los Angeles County Sheriff’s Department. These agencies, along with the Long Beach Police Department, continued to supervise the security system despite their effectiveness being questioned in light of their multimillion-dollar contracts. 

    An audit conducted in 2023 by the Office of the Inspector General revealed that many officers assigned to patrol transit stations, trains, and buses spent most of their time away from these areas. The report also revealed that more than half of transit-related 911 calls were responded to by officers who were not assigned to the Metro system. 

    At the meeting, LAPD Interim Chief Dominic Choi, Los Angeles County Sheriff Robert Luna, and Long Beach Police Department Chief Wally Hebeish answered questions from board members and defended the performance of officers assigned to Metro duty. Sheriff Luna highlighted the challenge of patrolling Metro’s extensive service area, stating, “We can’t be everywhere.” He added, “We do the best that we can to keep people safe, and we have pretty darn good response times.” Expressing his concerns about major upcoming events such as the 2026 FIFA World Cup, the Super Bowl in 2027, and the 2028 Olympics and Paralympics, he shared, “This is not the time to experiment with new projects.” He stated, “Public safety is too important for that.” 

    The contracts with these agencies have continued despite criticism of the performance of contracted law enforcement.  Many leading activists are advocating for the resurrection of a dedicated transit police force.

     Violent crime against passengers and transit operators is what originally led to the creation of an in-house police force. The rise of deadly narcotics like fentanyl and a significantly larger homeless population has added to the urgency of this decision.

    One of the liveliest and most iconic Irish pubs in all of Los Angeles, Molly Malone’s Irish Pub, was forced to temporarily close after a fire scorched the building. The bar, known as a social hub throughout the city, thanks to its extensive collection of Irish memorabilia, always on-tap Guinness, and frequent live musical acts, is looking to recover quickly.

    Having been open since 1969, Molly Malone’s has become an institution within the city of angels. Built within a now ninety-five-year-old building, the fire seems to have predominantly damaged the exterior side of the building, leaving the inside of the bar, the taps, and all of the memorabilia largely unfazed. As a result of the exterior damage, the bar will be forced to close its doors for several months while repairs are made. This marks the only time in the history of Molly Malone’s that the pub will close its doors, outside of COVID-related lockdowns a few years back, said owner Damian Hanlon.

    Taking to Instagram to speak to fans and patrons of the pub far and wide, Hanlon said, “It was a scary day for our little pub on Fairfax, but we are blessed. Our doors will be shut (for now), but we plan to be back better than ever before you know it!”

    The Los Angeles Fire Department received a report at 1:17 p.m. on Thursday afternoon that 575 S. Fairfax Ave. was on fire, the address of the pub, was on fire. Nineteen minutes after receiving the 911 call, at 1:36 pm, the flames were fully extinguished, according to LAFD spokesman Brian Humphrey. As Humphrey detailed, “There was heat and smoke inside the structure, but the flames were largely kept to the facade and the exterior of the structure.”

    Fortunately, no injuries were reported, though the cause of the fire remains undetermined. Owner Damian Hanlon told the press that the firefighters he spoke with believed the blaze could have been started outside by the bar’s front door, but that was just conjecture.

    Molly Malone’s is famous for its dark walls, which are in keeping with Irish tradition. They are covered with various pieces of memorabilia and art relating to its culture, including very rare paintings by Irish portrait painter Neil Boyle. Boyle’s paintings depict notable Irish figures and the bar’s longtime staff members and customers, often side by side, making the message clear: in Boyle’s view, Molly Malone’s itself is significant to Irish culture.

    Fortunately, according to Hanlon, no valuable pieces of memorabilia or art were damaged in the fire. “The firefighters did an incredible, great job,” he said. “It’s all very sentimental to us. To have lost anything would have been a shame.”

    To call Molly Malone’s an institution within the community and culture is an understatement. The Celtic punk band Flogging Molly got its start playing there in the 1990s and went on to take their namesake from the bar. For Hanlon’s part, he took over the business from his mother, Angela. She was a native of Dublin, and she started the pub after her family moved to Los Angeles in the ‘60s.

    Now, Hanlon’s daughter works as a bartender several nights a week, and the pub has never been more successful. In Hanlon’s words, the story of Molly Malone’s pub is far from over. “My mom put her heart and soul into this place,” he said. “I want to see things continue on.”

    The Los Angeles Harbor Commission has approved a $2.6 billion budget for The City of Los Angeles Harbor Department for the 2024/25 fiscal year. This capital will help support The Port of Los Angeles, one of the world’s busiest seaports and a hub for international trade. 

    The revenue and spending plan for the 2024/25 fiscal year will be designated to uphold the Port of Los Angeles’ priorities including community investment, decarbonization of port-related operations, workforce development, and cargo infrastructure modernization. “This year’s budget takes a prudent approach that carefully balances revenues and expenses, and sets up the Port well for the future,” said Los Angeles Harbor Commission President Lucille Roybal-Allard. “Most importantly, the plan will allow us to stay the course and follow through on many strategic priorities and industry-leading initiatives in the coming year.”

    This year’s budget is a 2% increase over last year’s. The approved budget forecasts a total of 9.1 million Twenty-Foot Equivalent Units (TEUs). This boost in cargo is expected to generate a 4.9% increase in operating revenues, which are estimated at $684.7 million. Shipping services comprise approximately 75% of those revenues. 

    “With a healthy economy, continued consumer spending, and a strong U.S. labor market, we are optimistic about cargo volumes for the next fiscal year,” said Port Executive Director Gene Seroka. “We’ve prepared a budget that leaves room for unanticipated changes in the global trade market or other uncertainties that may arise.”

    Operating expenses have increased significantly over last year, at $403.7 million. This 8.4% increase will be put toward hiring and filling open positions at the Harbor Department. The budget for the Port’s capital improvement program (CIP) is getting an even higher boost. With a 19% increase over the previous fiscal year’s budget, the CIP budget comes out to $257.7 million for 2024/25. The CIP’s biggest projects include the State Route 47/Vincent Thomas Bridge & Front Street/Harbor Boulevard Interchange Reconfiguration which will be allocated $44.3 million, the Zero-Emission Port Electrification and Operation program which will be allocated $15.3 million, the restoration and improvements of the Pasha Terminal which will be allocated $14.2 million, and Marine Oil Terminals Maintenance Standards (MOTEMS) projects which will be allocated $12.5 million.

    $28.5 million in Capital Improvement Project funds will also go toward LA Waterfront public access improvement projects in Wilmington and San Pedro. The San Pedro Waterfront Promenade – Phase II and the Wilmington Waterfront Avalon Pedestrian Bridge & Promenade Gateway are among the major projects the organization will fund in 2024/25. $4 million of the CIP budget will go into planning for the Port of Los Angeles and Port of Long Beach Good Movement Workforce Training Facility. The facility will be the first workforce training facility in the country dedicated to the goods movement sector and career training in longshore work, trucking, and warehousing. The $150 million project is currently in the environmental impact review process, which began earlier this year.

    While the knowledge of bears surrounding the Los Angeles area may not be entirely new, given the terrain of the City of Angels, the sight of a large bear’s snout peering around your kitchen door in search of food or rummaging in the garbage can in your driveway can be quite startling. Los Angeles bears are known to waltz into residential areas, grazing and displaying the comfort they have among the city’s residents; however, LA officials are experiencing another uptick in reports of bear sightings that have propelled officials to develop a plan on how to keep everybody (and bear) safe.

    While much of LA’s surrounding areas are protected from development due to their steep terrains, the wilderness living throughout the region does not find itself battling the same issue of expansion. In recent years, the number of LA bear sightings has continued to rise, as well as reports of sightings of mountain lions, deer, and coyotes. Yet, it is the bears that feel most comfortable sharing the area with humans.

    In Sierra Madre, Mary’s Market Café Co-Owner Jenny Kay stated that bears are, “Incredibly comfortable around people, they’ve been born here now at this point this is their neighborhood too and they don’t feel threatened by us, and we’re pretty reliable food source and water,” further sharing that the wildlife is known to visit her restaurant several times a week, sometimes snatching an unattended sandwich for a snack. 

    As just one of the towns that have seen a big upswing in bear sightings within the last month, Sierra Madre has had nearly 100 reports of bear sightings recently. A town resident, Debbie Taylor, who has lived in the area for 13 years, shared, “This week I saw them three times and it was late at night.” Taylor commented that she is not afraid of the bears but still practices caution since they are wild animals.

    Last week, Sierra Madre homeowner, Jason Wightman, was washing dishes in the evening when he caught sight of a curious black bear in his home. Both frightened at the other’s sight, Wightman and the bear each retreated from one another before Wightman returned for his phone and began videoing the event. While immediately backing away at the sight of the homeowner, the bear stuck around and poked its head back inside in search of food.

    While most of the area’s bears will leave the neighborhood on their own if they are unable to find food, these animals can still cause serious damage to homes and cars on their quest—leading city officials to develop a plan to address the increase in bear sightings. 

    “This is not healthy for them to eat here, they need to learn to use their own natural resources and not using us as their feeding sources and that takes a whole neighborhood,” said Sierra Madre City Council Member Kris Lowe.

    Hoping to help keep all parties safe, the LA County Board of Supervisors approved a plan last Tuesday to provide funding for specialists with the Department of Fish and Wildlife to create a management plan that will help wildlife and humans coexist safely.

    An actor for the long-running show General Hospital was fatally shot in the early morning hours of May 25 after he stumbled upon thieves who were attempting to steal his catalytic convertor.

    Johnny Wactor, the actor, was with his co-worker Anita Joy when he was shot after their bartending shift in Downtown Los Angeles. Joy had been walking with Wactor at Level 8 before the incident and was with Wactor when he died.

    She added that the “basic details of the horrific story” came down “to a few criminals trying to steal a car part.”

    “Everything happened in an instant,” she went on to write. “I’ve come to describe it as a glass of water that gets tipped over and you’re scrambling to grab it and save it from spilling out completely but it just runs through your fingertips and is gone.”

    Joy explained that the pair had “cautiously approached the men” to question what they were doing,” as they initially thought the car was being towed.

    “Johnny kept his cool as he always did, simply stating that it was his car and for them to leave. Hands open to his sides in peace,” Joy wrote. “Johnny was between me and the man who shot him – as I heard the shot ring into the night, he forcefully tumbled back into my arms, and as I grabbed for him, I shouted, ‘Hunny, you ok?!’

    She added that a security guard named Bryan, who worked at the club they were bartending at, came by and called emergency services before trying to perform CPR on the actor. Joy added that she had tied her denim jacket around her friend to try to stop the bleeding but that the wound was “too extreme for him to survive it.”

    “But by God, he fought to stay,” she wrote.

    In the post’s caption featuring a photo of the two together, Joy said that Wactor “lit up any room,” and added, “No matter how well you knew him, he treated everyone like he truly cared about you.”

    Wactor, known for his General Hospital role as Brando Corbin, had also appeared in Army Wives, NCIS, The OA, Westworld, Station 19, Agent X, Animal Kingdom, Criminal Minds, and other shows.

    The Los Angeles County Medical Examiner-Coroner determined that the actor died from a gunshot wound to the chest and that his manner of death is listed as a homicide.

    Los Angeles is home to many well-established and recognized restaurants, making it a major foodie destination. Also making L.A. home is celebrated chef Joshua Skenes, who is known for founding Saison, a once three-Michelin-star restaurant (now a very honorable two-star Michelin spot). With a rich culinary resume, Skenes is set to further impress with his new, casual L.A. restaurant, Leopardo, which opened May 14. 

    Skenes’ culinary skills attracted attention when he opened his first restaurant in 2009 in the Mission District of San Francisco. Skenes is respected for forging a fire-based culinary pathway unique enough to be called Skenesian. 

    With unquestionable cooking talent, Skenes has led the founder’s Saison restaurant to reach number 27 on the World’s 50 Best restaurants. But that is not the only feather in this chef’s hat.     Yet, despite the delicious dishes from fresh sources, one menu item at Leopardo that Skenes and his team have worked tirelessly on was pizza, a dish that has already gone through hundreds of variations. Skenes plans to serve this popular dish in different styles that range from puffy-crusted neo-Neapolitan style to something Skenes calls “neo-Minato,” a reference to the pizzas found at the Tokyo district’s famed pizzerias. 

    Skenes remarked, “The gluten is beautifully gelatinized, and the crust is very light despite being very big. You could put a whole pie away yourself. And it retains sweetness because it doesn’t become a sourdough, despite long fermentation.”

    At the heart of Skene’s mission at Leopardo is ensuring people have a good time and raising diners’ awareness that the quality of ingredients used at Leopardo’s is on par with that of his other restaurants.
